Planned Projects

Horse River Substation and 144 kV Transmission Line

Status:

ATCO Electric is planning to build a new Horse River substation and about 800 metres of new double-circuit 144 kV transmission line, to supply Connacher Oil and Gas Ltd's Great Divide/Algar oil sands project, approximately 80 km southwest of Fort McMurray, Alberta. Associated minor alterations are also planned to the existing 144 kV transmission line 7L38.
Project information was sent to landholders and agencies on October 16, 2009. ATCO Electric plans to apply to the AUC by February 2010 for approval to build the new facilities in summer 2010, for completion by December 2010.

New 144 kV Transmission Line to Ghost Pine Wind Farm

Status:

ATCO Electric is planning to build about 3.6 km of new 144 kV transmission line from an existing transmission line to a customer-proposed Ghost Pine Wind Farm substation, located about 11 km northwest of Trochu, Alberta. Project information was sent to landholders and agencies September 17, 2009. ATCO Electric applied to the AUC on December 21, 2009 (Application 1605746) for approval to build the new line in summer-autumn 2010, for completion by November 2010.

Fieldgate Substation Minor Alterations

Status:

ATCO Electric is planning to add 25 kV circuit breakers and make associated minor alterations at the existing Fieldgate substation, located about 25 kilometres south of Swan Hills, Alberta.  Project information was sent to landholders and agencies July 29, 2009.  ATCO Electric applied to the AUC on September 10, 2009 (application 1605438) and hopes to have approval to complete the construction by June 2010.

Minor Line Alterations at Buffalo Creek Substation

Status:

ATCO Electric is planning to make minor alterations to an existing 144 kV line in order to re-connect the line at AltaLink's rebuilt Buffalo Creek substation about 24 km north of the village of Irma, Alberta.  Project information was sent to landholders and agencies June 1, 2009.  ATCO Electric applied to the AUC July 20, 2009 (application 1605280) and hopes to have approval to complete construction in winter 2010.  Related applications have been submitted to the AUC by AESO (application 1605199) and AltaLink (application 1605252) for the Need and for AltaLink's alterations respectively.

9L66 Line Move at Muskeg River Mine

Status: ATCO Electric is planning to remove about 5 km of existing 240 kV line and replace it with about 9 km of new line, on Shell Canada Energy's Muskeg River Mine about 70 kilometres north of Fort McMurray, Alberta.  Project information was sent to landholders and agencies May 15, 2009.  ATCO Electric  applied to the AUC on September 22, 2009 (application 1605489) for approval of the new line.  ATCO Electric hopes to have approvals to start the new line construction by January 2010.  Targeted completion date is April 2010.

McNeill Converter Station Capacitor Banks

Status: ATCO Electric is planning to add capacitor banks at the existing McNeill converter station substation, located about 15 km north of Hilda, Alberta.  ATCO Electric applied to the AUC on August 4, 2009 (application 1605343), for approval to start construction by February 2010.  Targeted completion date is June 2010.

Dover Substation Alterations

Status: ATCO Electric is planning to add a phase-shifting transformer (PST) and a capacitor bank at the existing Dover substation, located about 60 kilometres northwest of Fort McMurray, Alberta.  Project information was sent to landholders and agencies June 24, 2009.   ATCO Electric applied to the AUC September 14, 2009 (application 1605450), for the PST and plans to apply to the AUC in early 2010 for the capacitor bank.  ATCO Electric hopes to have approvals to start construction in 2010.  Targeted completion date is June 2011.

Kitscoty Substation Transformer Replacement

Status: ATCO Electric was planning to replace a transformer within the existing Kitscoty substation, located about 3 kilometres north of the Village of Kitscoty, Alberta.  Project information was sent to landholders and agencies June 22, 2009. Plans are currently on hold.

Lindbergh Substation and 144 kV Transmission Line

Status: ATCO Electric is planning to build a new Lindbergh substation and about 26 to 28 km of new 144 kV transmission line, to supply the Inter Pipeline Fund pump station northeast of Elk Point, Alberta.  Associated minor alterations are also planned at the existing Irish Creek substation south of Elk Point. 
Project information was sent to landholders and agencies in November 2008, along with an invitation to attend an open house in Elk Point (December 11, 2008).

A project update was sent to landholders August 18, 2009.

Approvals are expected in January 2010 for completion of the work by May 2010.

AUC-Approved Projects

High Level to Sulphur Point 144kV Transmission Line

Status:

ATCO Electric is building a new 144 kV transmission line for about 106 km in the High Level to Rainbow Lake areas of northwest Alberta. Project need was approved by the EUB in August 2006 (Application 1450868).
Project information was sent to landholders and agencies in June 2008, along with an invitation to an open house in High Level.
ATCO Electric applied to the AUC on
May 19, 2009 (Application 1605099), for the transmission line project. A project update was sent to landholders June 4, 2009.

The AUC issued approvals September 11, 2009. Construction at High Level substation is starting in fall 2009. Line work is planned to start by January 2010. Completion date is March 2011.

High Level Substation SVC Addition

Status: ATCO Electric is adding a Static VAR Compensator (SVC) and associated equipment at the High Level substation located in the Town of High Level, Alberta. ATCO Electric applied to the AUC April 9, 2009 (Application 1604967).  ATCO Electric mailed an update to landholders June 4, 2009 (see High Level to Sulphur Point 144 kV Transmission Line project).  The AUC issued approvals on September 1, 2009. Construction is occurring starting fall 2009, for completion by June 2010.

Ribstone Creek to Lakesend 144 kV Transmission Line

Status:







 
ATCO Electric is building a new 144kV transmission line north of Veteran.  The project includes about 27 km of new line from ATCO Electric's existing Ribstone Creek substation to a new Lakesend substation to be built by AltaLink at a new TransCanada Keystone Pipeline pump station.  Project need was approved by the AUC in August 2008 (Application 1546106).
Project information was sent to landholders and agencies in November 2008 along with an invitation to attend an open house in Coronation (December 2, 2008).
ATCO Electric applied to the AUC March 22, 2009 (Application 1604909).
The AUC issued approvals on August 5, 2009. Construction is occurring starting fall 2009. Targeted completion date is March 2010.

Joslyn to Kearl 240 kV Transmission Project

Status:


 
ATCO Electric is planning to build about 4 km of new 240 kV transmission line and energize 14 km of existing line to connect with the Imperial Oil's approved Kearl facilities north of Fort McMurray, Alberta.
ATCO Electric sent information to landholders/agencies on February 13, 2009, and applied to the AUC March 25, 2009 (application 1604926), to alter facilities previously approved for the Fort Hills facilities to accommodate the connection with the Kearl project.  The AUC issued approvals on August 11, 2009. Construction is occurring starting fall 2009 for completion by March 31, 2010.

Hill Substation Alterations

Status: ATCO Electric is planning to add a capacitor bank and make other minor alterations at the existing Hill substation, located within the Hill industrial park in Lloydminster, Alberta.  Project information was sent to landholders and agencies in March and May 2009.  ATCO Electric applied to the AUC July 10, 2009 (application 1605251). The AUC issued approval September 4, 2009. Construction is occurring starting in early 2010.  Targeted completion date is June 2010.

Goodfare to Updike 144kV Transmission Project

Status:







 
A new 144 kV transmission line (about 27 km) is planned for the Hythe area west of Grande Prairie, Alberta. Project need was endorsed by  the Alberta Electric System Operator (AESO) and filed for information with the EUB (Application 1462547).
Following extensive consultations with stakeholders, ATCO applied to the AUC on October 6, 2008 (Application 1589611).
ATCO Electric sent an update to landholders and interested parties October 16, 2008.
The AUC held a public hearing in Grande Prairie on February 25 and 26, 2009. 
The AUC issued a Decision April 28, 2009, approving the project, and issued Permits and Licences on June 18, 2009.  Substation construction is occurring in summer 2009, and line construction is planned for winter 2009-2010 for the facilities to be in service by spring 2010.

Wesley Creek to Meikle (Hotchkiss Area) Transmission Project

Status: A new double-circuit transmission line (about 126 km) is being built in the Peace River to Hotchkiss area of Northwest Alberta.  The proposed line will be operated at 144 kV but designed for 240 kV.
The AUC issued approvals dated December 18, 2008. Clearing and construction are occurring starting winter 2008-2009 for completion by April 1, 2010.
Minor transmission line alignment adjustments were approved by the AUC on November 6, 2009.

Brintnell to Wesley Creek 240kV Transmission Project

Status:





 
A new 240kV transmission line is being built in the Wabasca to Peace River areas of Northwest Alberta. Project need was approved by the EUB in August 2006 (Application 1450868).
The project was approved by the EUB (Application 1515869) on November 23, 2007.
Clearing and some foundation work took place in the winter of 2007 - 2008. Some line construction occurred in summer - fall 2008. Substation work will continue through 2009 and early 2010. Most of the line construction was completed in the winter of 2008-2009. Project completion date is March 2010.

Recently Completed Projects

New Fort Chipewyan 'Third Lake" Power Plant

Status:


 

ATCO Electric is replacing the existing 4.77 MW power plant at Fort Chipewyan, Alberta, with a new plant (approx. 4.58 MW). The new plant with controls to prevent releases is located on a new site, to allow the removal of the existing plant and remediation of contaminated soil at the existing site.
Site development started January 25, 2008, upon receipt of government approvals. Construction continued in 2009, for plant completion October 15, 2009.
Site remediation at the old plant is underway.

ATCO Electric recently completed the addition of a capacitor bank and associated equipment at the Monitor substation located west of the hamlet of Monitor, Alberta. Installation was completed on October 29, 2009.

Waddell Substation

Status: ATCO Electric recently completed a new substation to supply the StatoilHydro Leismer site northwest of Conklin in northeast Alberta. Substation construction concluded in August 2009, and was energized on October 14, 2009 upon completion of the AltaLink and ATCO Electric 144 kV transmission line from AltaLink's Leismer substation.
